A letter to consultant ophthalmologists and to patients from Derek Machin, chairman of the Private Practice Committee and Rhod Daniel, Chairman of the Ophthalmic Group Committee regarding BUPA insurance and cataract surgery.
It appears that ophthalmologists in Central and Greater London, North and South Thames, East Anglia, East and West Midlands, Thames Valley, South Coast, West Country, Merseyside, the North West and North East of England are declining to join network arrangements.
A letter restating the BMA’s position of opposition to the establishment of network arrangements which remove the independence of consultants and potentially allow insurance companies to exert a greater level of control upon a process which should improve choice and independence for patients and doctors.
BUPA has chosen to pursue a variation of their original network, which the BMA had thought to be wholly withdrawn. The BMA believes these new proposals could be considerably disadvantageous to consultants.
BUPA has agreed to proposals for joint working at national and subsequently at a local level on cost effective practice and the equitable distribution of the benefits which accrue.
A number of meetings have been held to develop policy and to look at ways to address the issues raised by BUPA regarding quality assurance and cost effectiveness.
The BMA's Private Practice Committee and Ophthalmic Group Committee are continuing to engage in further discussions with BUPA and have asked BUPA to outline their criteria and objectives on quality assurance and cost effective practice.
Although the 19 June deadline for the completion of quality assessment documents has now passed, the BMA is continuing its discussions with BUPA on their proposed network.
Moorfields Eye Hospital NHS Trust is not pursuing the current application process pending the outcome of BUPA’s discussions with the BMA and the Royal College of Ophthalmologists.
A new letter urging members to join the consultants who have already responded to the BMA’s register, 97% of whom have confirmed that they will not be proceeding with the ophthalmology network.
